DALLAS — Power plant operators and transmission companies like Oncor will now be required to implement “winter weather emergency preparedness measures” designed to prevent a repeat of February’s power outages that left millions without electricity for days and cost billions in damage and hundreds of lives.

The four-member Public Utility Commission unanimously adopted the rule Thursday. Companies have until Dec. 1 to comply with the new rule and submit winter weather readiness reports.

Talen Energy considers building its first Texas solar farm

The Woodlands-based Talen Energy Corp. is considering a $150 million solar-power farm development in South Texas, according to documents filed with the Texas comptroller’s office.

Noria Hondo Solar, south of Kingsville, would be the power company’s first renewables project in the state.

Talen wants to build a solar farm with 145 megawatts of power generation capacity and 85 MW of battery energy-storage capacity, according to its application for Chapter 313 tax incentives.
