As the Electric Reliability Council of Texas faces rising price caps, market participants are considering broad changes to the grid operator’s credit rules to better account for potential price volatility.

Wholesale electricity prices in New England posted a year-on-year fall for the 11th straight month in September, according to data released Tuesday by ISO New England.

The average September price of $33.59/MWh was 21.1% lower than the average September 2011 price.

The ISO said natural gas prices once again were a key factor in the continued drop in wholesale power prices. The September natural gas price of $3.33/MMBtu was 20.7% lower than the price in September 2011, the ISO said. …
