ERCOT to face more wind, RMR issues: GCPA panelists

In future, high wind capacity factors that diminished wholesale power prices in the Electric Reliability Council of Texas this summer might not prevail, and increasing generation retirements are likely to force more reliability-must-run decisions on ERCOT grid managers.
