US RTOs and ISOs to seek exemption from US CFTC jurisdiction

All but one of the eight US electric independent system operators and regional transmission organizations plan to ask the Commodity Futures Trading Commission to exempt them for the agency’s jurisdiction, but that request may be months away from being filed and the chances for its success are uncertain, sources said Friday.
The issue centers on new over-the-counter derivatives rules the CFTC has been developing since President Barack Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act into law in 2010.
